From a user's perspective, they won't know, or care, which operating system is being used on your Plex server. This means any operating system will function just as well as any other. Plex doesn't require a lot of processing power (if you avoid transcoding movies), or memory. When it comes to using Plex, the operating system of the server has no impact on the performance of a Plex Media server. That is the only valid answer to the question. I run Plex on an old, un-needed Mac Mini that’s on 10.10 and I don’t think it’s upgradeable any further.
